Nicole Conner, MPA
Interim Executive Director
nconner@burlingtonoht.caBorn and raised in Vancouver, Nicole has been thrilled to call Burlington her home for the past nine years. A leader in health care policy and administration, Nicole has served in senior roles across the health system including with Ministry of Health, Local Health Integration Network (LHIN), and as a member of the leadership team at Joseph Brant Hospital. Nicole holds a Master’s Degree in Public Administration from Queen’s University with a specialization in health care policy and program evaluation, and Bachelor of Arts (Hon.) from the University of British Columbia.

Abhi Regmi, MBA, PMP
Manager, Digital Health, Information Management & Projects
aregmi@burlingtonoht.caAbhi is a seasoned professional with over 20 years of experience across diverse industries and global settings, bringing a strong background in system planning and cross sector collaboration. Her current focus is on digital health transformation, where she integrates technology and human centered design to improve care experiences and health outcomes. Working at the intersection of system navigation and innovation, Abhi leads initiatives that enhance how patients and providers interact with the health system, driving efficiency, equity and more connected, person-centered models of care. She partners with stakeholders to identify system gaps, streamline processes and champion responsive solutions, all while fostering a culture of learning and continuous improvement to shape a smarter, more agile health system.
Reham Abdelhalim, MD, PhD, TQM, CPHQ
Manager, Population Health and Evaluation
rabdelhalim@burlingtonoht.caDr. Reham Abdelhalim brings a deep commitment to improving community health outcomes through data-driven strategies and collaborative partnerships. As Manager of Population Health and Evaluation, Reham leads initiatives that harness evidence to inform planning, support implementation, measure impact, and drive continuous improvement across the Burlington OHT initiatives. With a strong background in system planning and evaluation, Reham works closely with cross-sector partners to identify population needs, monitor health equity indicators, and support the development of integrated care models. Her work ensures that decisions are grounded in meaningful insights and that programs are responsive to the diverse needs of Burlington’s residents. Reham is passionate about advancing a culture of learning and innovation within the health system. Her leadership helps shape a more connected, person-centered approach to care across the Burlington OHT initiatives.
Maija McKibbon, MSc(OT), MHSc(MHA)
Manager, Primary Care
mmckibbon@burlingtonoht.caMaija has over a decade of experience in the primary care sector and has worked in various regions across Ontario. Maija is a dedicated clinician and holds an MHSc in Health Administration, passionate about supporting both patients and healthcare providers in the communities she serves.
